Frann G. Francis is Senior Vice President and General Counsel of the Apartment and Office Building Association of Metropolitan Washington (AOBA). Ms. Francis serves as an Advisor to AOBA Alliance, Inc. and its Board of Directors.
Ms. Francis has been representing AOBA members in electric and gas proceedings before the Public Service Commissions of the District of Columbia, Maryland and the State Corporation Commission of Virginia over 30 years. In early 2000, Ms. Francis played an active role in representing AOBA in legislative and regulatory proceedings leading to energy deregulation in the District of Columbia, Maryland and Virginia.
Ms. Francis is a member of the bars of the District of Columbia, New Jersey, New York, Pennsylvania and the Supreme Court of the United States.
